PURNEA, India (Reuters) - Authorities battling a massive deluge in eastern India issued public warnings on Friday of more floods to come and asked villagers not to return home from temporary shelters yet.
Water levels receded slightly this week in some parts of Bihar state, which is facing its worst flooding in 50 years, but officials warned the flooding was a long way from improving.
Millions are now living on embankments, roads and in overcrowded camps in filthy conditions, making them extremely vulnerable to infections and water-borne diseases in the absence of drinking water, aid agencies say.
Many people were trying to return to salvage what was left of their homes, while tens of thousands were resisting evacuation efforts because they were afraid their homes would be looted.
Officials sent out radio appeals asking marooned villagers to evacuate and those in camps to stay put.
"The news of water receding should not be taken seriously at all," Pratyay Amrit, a senior disaster management official in Bihar, told Reuters. "We are still afraid there could be fresh flooding, so going back to the villages is not a good idea."
The floods have forced more than three million people from their homes, destroyed 100,000 hectares (250,000 acres) of farmland and killed at least 90 people.
Media reports say the toll may be much higher after the Kosi river, which originates in Nepal, burst a dam last month and unleashed huge amounts of water downstream in Bihar.

In principle, dalits should be treated equally but in practice they are not
Hundreds of thousands of people are still homeless after floods hit the Indian state of Bihar last month. Some of the victims face the additional hardships that come from being members of the low caste dalit community. Rajan Khosla of the charity Christian Aid has been meeting some of them in the village of Mirzawaa, where 500 families live in temporary shelters.
"Let me be born again as an animal rather than as a harijan (dalit). We face more humiliation than they," says Tetar Rishidev, a dalit from Mirzawaa village, in the district of Supaul.
After the floods in Bihar millions of people lost their homes, belongings and even family members. But for the dalits of Bihar there is further misery: the caste system.
In Mirzawaa village, Sakal Sadah is a dalit.
Today - unusually - he is happy. There is a food distribution and his family will get food. His children have been surviving on some leftover rice once in a day.
Sakal Sadah is a landless agriculture labourer and earns about 40 rupees (80 cents) for a 12-hour day.

Now he's worried: "Where will I get work now? Everywhere is water. No one is going to employ me, I am a harijan."
Hundreds of dalit families are in the same situation as Sakal: they have been hardest hit by the Bihar floods.
In this emergency, when everyone should be provided with food, certain groups are denied access.
The plight of these communities in remote, rural areas is very serious - especially in the feudal state of Bihar.
They cling to the little they have. Many families have left behind one male member to keep an eye on their house and belongings.
Segregated society
Asdev Sadah, an elderly dalit, stayed behind to guard the house of his upper caste employer.
"I used to work in their fields," he said.
"They wanted me to watch their house and belongings. I have to listen to them. They will provide my family food and work once they come back.

"I have nothing left in my house - because it was made of mud it has already collapsed. My malik's (employer's) house is strong and they have stuff kept inside."
It seems a strange sort of society where an old man stays back, without food or shelter, taking numerous risks to guard the house of his feudal lord.
But Asdev no doubt knows full well that in this segregated society, there is no other support system for him and his family.
The relief camp in Sabela School in Madhepura is run by one of Christian Aid's partner organisations who are doing all they can to help.
It was set up because organisers knew there were many dalit villages in the area.

For many it has become a question of survival
They told me that they were not allowed to use the hand pump to get water as it belonged to upper caste people.
The same upper caste people also asked the camp organisers to move displaced people away because as dalits they would contaminate the entire place. Their request was refused.
"When will people understand we are also human beings?" Puliya asked. "We need food and water, our children also feel hungry."
I asked one of the aid agencies running another relief camp whether they would have a dalit cook.
Their response was negative. They felt that not everyone would eat food cooked by dalits.
Christian Aid and its partner organisations are including two dalits in the cooking teams in the relief camps they run - thus ensuring that they are not excluded.
Everyone needs food in this crisis situation, so why should people like Sakal Sadah, Jamuna Devi and Puliya Musamaar be so discriminated against?
And if Asdev Sadah can work in the fields and loyally guard the house of his higher-caste employee, then why people should refuse to eat food cooked by them?
We have to challenge the system. I know the problem is gigantic. But efforts need to be made. Each one of us has to make a step forward.
Another aid agency working in this area assured me that they tried to treat displaced people equally.
The critical point is that while equality may be an accepted philosophy it can only happen once people also agree in practice to be equals.
Equality means that all people should get food and their rights and dignity are respected.
But flooding and discrimination seem to have taken those rights away.

Ruim tienduizend Indiërs die drie weken geleden voor overstromingen op de vlucht sloegen, hebben tegen het advies van de autoriteiten in de opvangkampen verlaten en zijn naar hun dorpen teruggekeerd. In ongeveer 250 dorpen is het water volledig gezakt. In 750 andere dorpen staat het water echter soms nog meer dan een meter hoog. Dat zegt een rampenbestrijder in de zwaar getroffen deelstaat Bihar.
Om een muggenplaag te voorkomen is in veel dorpen begonnen met het sproeien van insecticide. In totaal zijn meer dan 1,3 miljoen mensen voor de overstromingen op de vlucht geslagen.
Diarree
Driehonderdduizend van hen zijn opgevangen in 326 kampen die de overheid in allerijl had opgezet. De rest heeft onderdak gevonden bij familie of vrienden. Volgens de autoriteiten hebben veel vluchtelingen in de kampen last van diarree, maar zijn er genoeg medicijnen voorradig om een epidemie te voorkomen.
Het officiële dodental van de overstromingen staat op 42, maar het werkelijke aantal ligt waarschijnlijk vele malen hoger. De overstromingen ontstonden toen de rivier de Kosi in Nepal na hevige moessonregens buiten zijn oevers trad en het water een oude rivierbedding instroomde. Duizend dorpen en 150.000 hectare landbouwgrond liepen onder water.

Rescue workers evacuated some 200,000 people after flooding by one of India's largest rivers killed 16 people at the weekend, officials said on Sunday. Large parts of the coastal Orissa state were inundated after authorities were forced to open dozens of sluice gates of a dam on the Mahanadi river following heavy rain in the catchment area.
At least 200,000 people were evacuated from their homes and moved to safer places, G.V. Venugopala Sarma, a revenue official, told Reuters. He said more people were being moved. TV stations showed people fleeing the floods with whatever they could carry. Some took shelter on roads and inside school buildings.
Most of the deaths were caused by drowning. The river had breached its banks in several places and floodwaters had swept away highways in some areas. Monsoon rains and flooded rivers have brought huge devastation across South Asia this year, killing more than 1100 people, mostly in India.
The Kosi river, which burst a dam in Nepal, has heaped massive suffering on millions of people in downstream Bihar state in India. Water levels were now receding there. But millions were now living on embankments, roads and in overcrowded camps in filthy conditions, exposing them to infections and water-borne diseases, aid agencies say.
In Orissa, the government was using helicopters to drop food and water packets. Authorities warned of more floods in the state's coastal belt once more water is released from the Hirakud dam on the Mahanadi. The floods in Bihar, the worst there in 50 years, destroyed 100,000 ha (250,000 acres) of farmlands. Rice crop in Orissa had also been damaged.

Door zware moesson regens zijn veel delen van India ondergelopen. Vooral in het noordwesten is veel neerslag gevallen. De afgelopen dagen is er veel regen gevallen in India. Hierdoor is er in veel delen van India land onder water komen te staan. Ook kwamen aardverschuivingen voor door het overvloedige water. Er is veel schade aan gewassen en huizen. Het is niet bekend of er gewonden of doden zijn gevallen.
Vooral de provincie Gujarat, in het noordwesten van India, is flink getroffen. Er is daar vanaf donderdag zo'n 478mm neerslag gevallen. Zo'n 10 tot 20 dorpen en steden zijn veranderd in kleine eilandjes, omringd doro water. Duizenden mensen zijn inmiddels geëvacueerd naar veiliger gebieden.
De meeste neerslag in India valt in de moesson periode, ofwel het regenseizoen. De Indiase moesson loopt van juni tot en met oktober.
Het goede nieuws is dat vanaf begin deze week de regenval vanuit het westen lijkt af te nemen.

Bijna 22 miljoen mensen zijn getroffen door overstromingen na de onophoudelijke regenval in 16 Indiase deelstaten. In totaal kwamen 2.229 mensen om bij incidenten die gerelateerd zijn aan de regenval. Honderdduizenden mensen in Oost-India zijn op de vlucht geslagen voor overstromingen als gevolg van het buiten de oevers treden van de rivier Mahanadi. Zeker zestien mensen zijn om het leven gekomen. De regering van de Indiase deelstaat Orissa heeft dit zondag gemeld.
Tot dusver zijn 180 duizend mensen in kampen ondergebracht, maar 220 duizend anderen zijn nog geïsoleerd en wachten op hulp, aldus regeringsmedewerkers. De Indiase luchtmacht is ingezet om hulpgoederen te droppen. De overstromingen treffen zeventien van de dertig districten in Orissa.
Een maand geleden overstroomde de Kosi-rivier in het noordelijker gelegen Bihar en kwamen bijna duizend dorpen onder water te staan. Zeker 48 mensen vonden de dood; ongeveer een miljoen dorpelingen sloeg op de vlucht.
De jaarlijkse moesson, die van juni tot september duurt, brengt onontbeerlijke regen voor de landbouw in Zuid-Azië. De infrastructuur is echter niet berekend op de uitbundige regenval en jaarlijks komen uitgestrekte gebieden in Noord- en Oost-India, alsmede Bangladesh en Nepal, onder water te staan.

The Mahanadi River has breached its banks in several places, sweeping away motorways. Meteorologists predict more rains in Orissa in the next 48 hours.
The floods have also ravaged the states of West Bengal, Orissa, Jharkhand, Uttar Pradesh and Assam, killing dozens of people.
Emergency funding
Road links between the state capital of Bhubaneswar and many surrounding districts have been destroyed by the floods.
ndian army helicopters have been dropping food aid to people who remain stranded.
"In its dimension and sweep, the current flood in Orissa is comparable to the recent flood in Kosi River that caused havoc in Bihar," said a senior government spokesman.
The natural disaster "should be treated with the same urgency and seriousness", said Ajit Kumar Tripathy.
Monsoon waters have been causing havoc in India's Bihar state, as well as in Nepal and Bangladesh, where tens of thousands have been left homeless.
The authorities in Orissa have requested 15bn Rupees (£179m) in emergency assistance from central government in Delhi.

In Uttar Pradesh kwamen afgelopen weekeinde zeventig mensen om het leven door verdrinking, instortende huizen en elektrocutie. In een andere noordelijke deelstaat, Himachal Pradesh, eisten modderlawines 32 levens.
Hevige moessonregens
De oostelijke deelstaat Orissa werd getroffen door de ergste overstromingen als gevolg van moessonregens in 26 jaar. De rivier de Mahanadi trad op verschillende punten buiten zijn oevers. Zeventien mensen kwamen om, vooral doordat huizen instortten.
Massale evacuaties
In Orissa zijn sinds vrijdag al 266.000 mensen geëvacueerd, maar 570 duizend mensen zijn nog ingesloten door het water. Maandag nam het waterpeil af, hoewel sommige dorpen nog zeker drie meter onder water lagen en dorpelingen op de daken van hun huizen op hulp wachtten.
Rivieren buiten oevers
Vorige maand werd het noorden van India ook zwaar getroffen door rivierdoorbraken en overstromingen. Een zijtak van de Ganges trad toen buiten zijn oevers en in de deelstaat Bihar vielen zeker 48 doden. Het moessonseizoen loopt van juni tot september. De moessonregens zijn van vitaal belang voor de landbouw, maar kunnen ook voor grote catastrofes zorgen.

In de Indiase provincie Orissa zijn woensdag voedselrellen uitgebroken. Meer dan honderdduizend mensen zitten hier al dagen zonder hulp nadat grote delen van de oostelijke provincie onder water waren gelopen als gevolg van hevige moessonregens.
Overheidsfunctionarissen werden mishandeld, wegen geblokkeerd en hulpgoederen geplunderd. Volgens de politie raakten acht mensen gewond. De afgelopen dagen kwamen in Orissa zeker 48 mensen om door de overstromingen.
Grote delen van het oosten en noorden van India kampen met wateroverlast door de moesson. Veel rivieren zijn buiten hun oevers getreden. De afgelopen dagen vielen er meer dan tweehonderd doden.
