Tropical Storm Dolly has formed in the western Caribbean sea. The National Hurricane center issued a tropical storm warning Sunday for the Yucatan Peninsula of Mexico from the border with Belize to Campeche (kam-PAY'-chay), Mexico. At 11:45 a.m. eastern time, the center of the storm was about 270 miles east of Chetumal (chay-too-MAHL'), Mexico, and 230 miles southeast of Cozumel. Maximum sustained winds are about 45 miles per hour. Dolly is moving toward the northeast at 17 miles per hour, and forecasters expect it to continue moving in this direction for the next two days.
This is the fourth tropical storm of the Atlantic hurricane season, which runs through the end of November.

CANCUN -- Tropical Storm Dolly headed for Mexico's Yucatan Peninsula today bearing heavy rains and winds, but it posed no immediate threat to Gulf oil installations slightly south of its projected path. Dolly, the fourth such storm of the 2008 Atlantic hurricane season, was churning in the western Caribbean about 200 miles. southeast of Mexico's popular tourist island Cozumel, the U.S. National Hurricane Center in Miami said. Both Mexico and neighboring Belize issued storm warnings for the Yucatan Peninsula. "The impact of the storm is imminent tonight," said Felix Gonzalez, the governor of the southern Mexican state of Quintana Roo which is home to tourist resorts like Cancun.
Some evacuations were being ordered in the coastal town of Tulum, home to Mayan ruins and boutique hotels, and ferry traffic between Cozumel and the mainland was temporarily suspended, said a state emergency official. Forecasters expect Dolly to emerge into the Gulf of Mexico Monday, north of the country's huge Cantarell oil field and other ports and platforms used by the world's No. 6 oil producer and top supplier to the United States. Last year's powerful Hurricane Dean forced Mexico's state oil monopoly to shut down 2.65 million bpd of production when it pounded the country's southeastern coast. But so far, Dolly is not expected to become a hurricane or hit oil platforms. The storm's winds were around 45 mph. "Slight strengthening is possible today before Dolly reaches the Yucatan Peninsula. Slow strengthening is forecast on Monday once Dolly emerges over the southern Gulf of Mexico," the center said.
The storm is also forecast to dump heavy rains and blow strong winds over the western tip of Cuba. Guatemala was also pummeled by rains, causing landslides in the mountainous area near the country's Caribbean coast, emergency workers said. Some models say Dolly could eventually move into northern Mexico, while others showed it heading into southern Texas.

A tropical storm warning remained in effect Monday as Tropical Storm Dolly moved over Mexico's Yucatan Peninsula. Dolly has spurred storm warnings from the Mexico-Belize border northward to the city of Campeche, on the opposite side of the Yucatan Peninsula. The warning encompasses the tourist resort of Cancun.
At 5 a.m. ET Monday, the storm was about 150 miles (240 kilometers) east of Progreso, Mexico. The National Hurricane Center said the storm is moving northwest at about 15 mph (24 kph) and is expected to cross the Yucatan Peninsula and enter the Gulf of Mexico later Monday.

Tropical Storm Dolly drenched a sparsely populated section of the Yucatan Peninsula on Monday and then plunged into the Gulf of Mexico, where it is expected to grow into a hurricane and move toward the Texas-Mexico border. The National Hurricane Center on Monday issued a hurricane watch for the Texas coast from Brownsville to Port O'Connor. Mexico issued its own hurricane watch from Rio San Fernando to the U.S. border.
Emergency officials across Texas are monitoring the storm's track and moving some resources toward the Corpus Christi area, NBC affiliate KPRC reported. Shell evacuated about 125 personnel from some of its Gulf of Mexico West operations on Sunday, KPRC added. Another 60 people were expected to be evacuated on Monday.
The company said it does not expect Dolly to have an impact on its gulf production. Computer models predict the storm will become a hurricane Tuesday and then head into northern Mexico or southern Texas on Wednesday. The forecast cone includes much of southeast Texas.
Dolly hit the Yucatan peninsula north of Cancun with heavy rains and high winds, according to the U.S. National Weather Service in Miami, which also forecast downpours and winds in western Cuba. At 11 a.m. ET, the storm was centered about 55 miles east-northeast of Progreso and it was moving to the west-northwest at 17 mph. Maximum sustained winds were near 50 mph.
Tourists in Cancun awoke to cloudy skies. Officials shut down ferries to Isla de Mujeres island as a precaution and about 200 people sought refuge in shelters. But no major damage nor flooding was reported and hotels opted against evacuating anyone. Cancun, the largest resort on Mexico's Caribbean coast, was ravaged by Hurricane Wilma in 2005.
Far out in the Pacific, meanwhile, Hurricane Fausto grew to Category 2 status with sustained winds of 100 mph. It was centered about 405 miles west-southwest of the Baja California Peninsula.

Gisteren werden al 125 mensen weggehaald. Vandaag wil het olieconcern nog eens 60 werknemers evacueren. Dolly, de eerste storm die de Golf zal aandoen in het Atlantische orkaanseizoen van 2008, zal naar verwachting woensdag het vaste land bereiken in het zuiden van Texas.
De olieprijs in New York ging maandag flink omhoog door de orkaandreiging. De bedreiging die de storm vormt voor olieplatforms in de regio stuwt de septemberfuture voor een vat ruwe olie op de New York Mercantile Exchange met $1,08 omhoog tot $130,55.
Daarnaast wordt de oliemarkt gestut door aanhoudende geopolitieke spanning rond Iran. Dit ondermijnt de hoop dat de olieprijs na het recente record van $147 per vat over zijn piek heen zou zijn.

Vandaag zijn al meer dan 1.000 mensen geëvacueerd van het noordelijk gedeelte van het Mexicaanse schiereiland Yucatan nu de tropische storm Dolly de Golf van Mexico bereikt heeft.
Er werden al winden met een snelheid tot 85 kilometer per uur gemeten. Het National Hurricane Centre in het Amerikaanse Miami verwacht dat de windsnelheden nog zullen oplopen. Morgen kan volgens het centrum Dolly een orkaan worden.
Oliebedrijf Shell heeft alvast 185 werknemers van zijn installaties in de Golf Mexico geëvacueerd.
Dolly is de vierde tropische storm van het nieuwe orkaanseizoen dat van 1 juni tot 30 november loopt. Experten verwachten 15 tot 20 orkanen in totaal.

Tropische Storm Dolly bevindt zich momenteel in de Golf van Mexico. Volgens de laatste verwachtingen neemt ze toe tot orkaan, voordat ze morgen land gaat bereiken.
Vanochtend vroeg had Dolly 'slechts' de kracht van een zware storm (10 Bft.), met gemiddelde windsnelheden van ongeveer 90-95 km/u. Boven het warme water van de Golf van Mexico kan Dolly de komende 24 uur toenemen tot orkaan met windsnelheden van meer dan 117 km/u (12 Bft.).
Naar verwachting zal Dolly morgen aan land gaan dichtbij de grens van Mexico en de VS (Texas). Het National Hurricane Center (NHC) in de VS heeft een waarschuwing uitstaan voor het kustgebied van Brownsville tot Port O'Connor (Texas) en het gebied van Rio San Fernando tot de grens met de VS (Mexico).

De olieprijzen zijn vandaag grotendeels onveranderd gebleven. Stormen
Het gevaar voor tropische stormen beroert volgens Eugen Weinberg, Commerzbank-deskundige, de oliemarkt. Volgens huidige voorspellingen zal de storm Dolly de olievelden in de Golf van Mexico ontzien en nauwelijks invloed hebben op de productie. Daardoor is de olieprijs wat naar beneden gezakt. Omdat er in de komende weken nog stormen dreigen, is de daling van de olieprijs onder de 130 dollar volgens Weinberg niet te verwachten.
Iran
Iran heeft zich ondertussen gekant tegen de uitbreiding van de toegestane productiehoeveelheid door de Organisatie van olie-exporterende landen (OPEC). "De markt is in een goede situatie", zegt de olieminister van het land Gholam-Hussein Nosaro. Iran is de tweede grootste olieproducent van de organisatie. De prijs voor ruwe olie van de OPEC is ondertussen openieuw gedaald. Na berekeningen van het secretariaat van de OPEC kostte een ton gisteren 127,27 dollar. Dat is 21 cent minder dan vrijdag. De OPEC berekent de gemiddelde prijs op basis van dertig belangrijke varianten van de vereniging.

Texas mobilized National Guard troops and residents along the Gulf Coast near the Mexican border were buying plywood, flashlights and other supplies as Tropical Storm Dolly — expected by forecasters to strengthen into a hurricane this week headed their way.
Hurricane warnings were issued late Monday for parts of the Texas and Mexico coasts, meaning hurricane conditions were expected in those areas by the end of Tuesday. Dolly was expected to make landfall later this week and bring with it high winds and 10 to 20 inches of rain in coastal areas.
Emergency officials feared major flooding problems and urged coastal residents to prepare. Gov. Rick Perry activated 1,200 National Guard troops and other emergency crews and Shell Oil said it was evacuating workers from oil rigs in the western Gulf Of Mexico.
Even as far up the coast as the Houston area, Harris County officials told residents to be ready in case the storm changes course and heads their way. The National Hurricane Center in Miami issued a hurricane warning from Brownsville north to Port O'Connor. Meanwhile, a tropical storm warning was issued from Port O'Connor to the San Luis Pass, a strait south of Galveston.
Mexico also announced a hurricane warning from Rio San Fernando north to the U.S. border. A tropical storm warning and a hurricane watch were also in effect from La Pesca to Rio San Fernando.

Ook het Mexicaanse Tamaulipas ligt in de landingszone. In de regio dreigen overstromingen en modderstromen. Dolly verplaatste zich dinsdag in noordwestelijke richting langs de kust van de Golf van Mexico. In het middelpunt ontwikkelt de orkaan een snelheid tot 120 kilometer per uur.

De orkaan Dolly heeft woensdagavond (lokale tijd) verwoestend uitgehaald in de Amerikaanse staat Texas en in het noordoosten van Mexico. De tweede orkaan van het seizoen kwam ter hoogte van de grens van Mexico met de Amerikaanse staat Texas aan land. Er werden windsnelheden tot 160 kilometer per uur gemeten. Grote overstromingen heeft Dolly niet veroorzaakt in Texas, zoals vooraf werd gevreesd.
Enkele laaggelegen gebieden liepen wel onder water door de zware regenval waarmee de storm gepaard ging. Doordat de storm voor hij aan land kwam van richting veranderde bleven de waterkeringen in de dichtbevolkte vallei van de Rio Grande echter gespaard.
Schade
De schade was het grootst op het toeristeneiland South Padre, waar de tot tropische storm afgezwakte orkaan aan land kwam. De totale schade wordt geschat op ongeveer 1 miljard dollar (ongeveer 635 miljoen euro). In Mexico zaten dertienduizend mensen in opvangcentra. Het gevaar voor overstromingen was daar donderdag nog niet geweken.
Drinkwater
Honderdduizenden mensen in de Mexicaanse stad Matamoros zitten door Dolly zonder drinkwater. Zo’n anderhalf miljoen Texanen kampen met de naweeën van de storm, waarvan ettelijke tienduizenden een veilig heenkomen hebben gezocht in opvangcentra. Ruim 120.000 Amerikaanse huishoudens zitten zonder stroom, meldt een Texaanse stroomleverancier.
Geen doden
In Mexico heeft de orkaan zo ver bekend geen dodelijke slachtoffers geëist, zo meldt AP. De Mexicaanse autoriteiten waarschuwen de inwoners in de getroffen gebieden wel alert te blijven op mogelijke overstromingen en hevige regenval. Gevreesd wordt dat de komende dagen de Rio Grande uitmondt tot een kolkende riviermassa wanneer al het regenwater uitkomt in de rivier.
Balkon
Een 17-jarige jongen raakte gewond op een eiland voor de kust van Texas. Hij werd door de orkaan van een balkon geblazen en viel van de zevende verdieping. Inmiddels is Dolly afgezwakt tot een tropische storm.

Tropical Storm Dolly dumped torrential rains on southern Texas and northeastern Mexico on Thursday as it churned inland, leaving a trail of battered buildings and flooding. The storm downgraded from hurricane status Wednesday night could drop 8 to 12 inches of rain over the border region in the next few days, with isolated pockets receiving up to 20 inches, the National Hurricane Center said.
The storm left flooding, power outages and structural damage in several communities in its path. Texas Gov. Rick Perry was scheduled to take a helicopter tour of the area on Thursday afternoon, his office said. Perry issued a disaster declaration for 14 South Texas counties on Tuesday before Dolly hit land.
South Padre Island, where Dolly made landfall Wednesday, was without power Thursday, according to CNN affiliate KPRC-TV in Houston. The storm ripped roofs off buildings, and streets were littered with trees, streetlights and other debris, the station reported.
On the mainland, a Red Cross-supported shelter in San Antonio housed more than 200 evacuees Thursday, said Red Cross spokesman Joseph Hanson. Levees along the Rio Grande appeared to be holding despite the heavy rain, officials told The Associated Press.
"We're not experiencing any issues with the levees right now," Sally Spener, spokeswoman for the International Boundary and Water Commission, told the AP late Wednesday. "The water is just not high enough."
Brownsville Mayor Pat Ahumada told CNN on Wednesday that nearly all of the city's levees have been reinforced to federal standards or above and it would take 20 inches of rain to top them. People think we're facing a Katrina," Ahumada said. "That's not the case.
Downed power lines in flooded areas were a danger, officials told the AP, and residents of affected areas should stay home "unless it's life or death," Tony Pena, Hidalgo County emergency coordinator, told the news agency.

In Mexico heeft de orkaan Dolly tot nu toe aan twee mensen het leven gekost. Een man stierf door een elektrische schok van een afgerukte kabel. Aan de kust van de staat Yucatan werd het lijk van een visser gevonden. Hij was samen met drie andere mannen zondag voor de kust niet ver van de badplaats Cancun als vermist opgegeven, toen de orkaan daar voorbijtrok.

South Texas was getting back on its feet Friday as residents filter through the soggy mess left by Hurricane Dolly despite thousands still being without power.
The National Weather Service said the remnants of Dolly, which washed ashore as a Category 2 hurricane, could still add a few inches of rain to some areas. Downed power lines remained the greatest danger. One person in Matamoros, Mexico, died from electrocution after walking past a power line on the ground.
Fallen billboards and business signs still littered the streets, but residents were out and about after hunkering down for most of Wednesday. As the sun peeked through dark clouds, people began cleaning up and expressed relief that the storm didn't take many lives.
We're all OK, said Hilario Cruz as he chopped up a felled tree that just missed his pickup truck in Harlingen. We covered the windows. The water was up to our knees yesterday. There will be substantial cleanup: President Bush declared 15 counties in south Texas a disaster area to release federal funding to them, and insurance estimators put the losses at $750 million.
By Thursday afternoon, forecasters downgraded Dolly to a tropical depression. The storm, which brought 100 mph winds, was expected to break up by Friday. It left behind more than a foot of rain in some areas and broke all-time July rainfall records in the Lower Rio Grande Valley. But with Dolly long gone, 159,000 people in the region were still without power at 10 p.m. EDT Thursday, according to Gov. Rick Perry's office. The figure was down from 228,000 earlier in the day.
Steve McCraw, the state's homeland security director, said about 1,500 workers were on hand to help restore power and seven stations were distributing water, ice, food and hygiene kits.

South Texans eager to salvage what they can from waterlogged homes struck by Hurricane Dolly have another problem: The floodwaters they're slogging through are laced with stinging fire ants, snakes and even deadly tarantulas. "You don't want to wade in this water," state Health Services Commissioner David Lakey said during a visit to the Rio Grande Valley Friday. "You don't want to play in this water. You want to stay out of this water." It was timely advice, but residents in many neighborhoods with waist-deep water had little choice as they sifted through the mess left by the Category 2 storm that hit the eastern Texas and Mexico coasts Wednesday. In eastern Hidalgo County, as much as 12 inches of rain fell in six hours, turning neighborhoods into coffee-colored lakes. Officials estimated it could take six weeks for the low-lying region to completely dry out and 118,000 people still had no electricity Friday morning. Emergency managers tried to assure people that they would come to help and begged for patience. They said they were beginning to pump water from some of the worst hit areas and working to move water into floodways.
